NORCO, Riverside County — October 25, 2026. Norco has advanced a proposal to update the city’s long-term development, transportation and community-planning policies through its 2050 General Plan Update. The city’s official project page provides the Public Review Draft and the Draft Program Environmental Impact Report (PEIR), along with project schedules and contact information.
What is a 2050 General Plan?
A city’s General Plan establishes policy direction on subjects such as land use, open space, circulation, environmental safety and infrastructure. Norco is known for its horse trails and equestrian character, making citywide planning documents particularly relevant to those neighborhoods. A new proposed land-use designation is not the same as approval of a particular construction project; individual applications may still require their own review.
What were the 2026 comment deadlines?
According to the city, the draft documents became available for public review Friday, August 14, 2026. The formal written-comment period for the draft PEIR had a deadline of 5 p.m. Monday, September 28. That published deadline has passed; residents should not assume that a letter sent now will qualify as timely written comment on the draft. Further opportunities depend on later public notices or additional review procedures.
Was there an October 21 hearing?
The municipality scheduled a Planning Commission hearing for September 15 and a City Council hearing for Wednesday, October 21. As of this October 25 report, that Council hearing date has passed. The original scheduling notice alone does not establish whether the plan was adopted, revised, continued or rejected. Readers must consult the Council’s later action record, minutes or recording for the actual outcome.
Where are the documents?
The official Norco GP2050 resource page links the draft environmental report, General Plan draft and project schedule. The city lists Community Development Director Colby Cataldi as the contact, at GP2050@ci.norco.ca.us, with City Hall at 2870 Clark Avenue. Its City Clerk portal helps residents find formal meeting records.
